Communities Secretary Ruth Kelly announced this afternoon that the introduction of Home Information Packs (HIPs) is to be delayed until August, when they will be brought in for sales of four-bedroom properties or larger. The packs were due to become compulsory for all home sales from 1 June, but many believe that this delay may well lead to the packs being scrapped altogether....

The final Regulations on HIPs were published late yesterday by the Government. Commenting on them today, Chloe Nash said "I think it is fair to say that the Government has all but ignored the advice of the industry stakeholders, except perhaps the pack providers, and that the headlong rush to implement Energy Performance Certificates has overtaken all other criteria – such as improving the home buying process....
